"Quasi una fantasia" is 14-th sonata not 13-th one. "Moonlight" is the name given not by Beethoven.
Both the 13th and 14th sonatas are known as "Quasi una Fantasia", on account of both of them being published under Op. 27. You are correct in saying that moonlight was not a name given by Beethoven, and that actually goes for the majority of well-known names for his sonatas. Out of all of his 32 named sonatas, only 5 have official names from Beethoven (to my knowledge):
-No. 13 and No. 14 are known as Quasi una Fantasia
-No. 26 is known as Lebewohl, although Beethoven's publisher translated it into the french Les Adieux, despite Beethoven's wishes
-No. 28 and No. 29 are known as Grosse Sonate fur das Hammerklavier (although only the 29th is commonly known as the Hammerklavier today, both were published with the title)
Other popular nicknames are based either on the dedicatees (Waldstein, A Therese), or come from others who lived around his time or shortly after him.
